The Riyadh Chamber, in cooperation with the Public Transport Authority, organized a workshop titled “Educational Transport,” which addressed the executive regulations governing educational transport activities. These include the transportation of male and female students in universities, colleges, and both public and private educational institutions, falling under the category of scheduled transport.
The regulations aim to organize and develop the educational transport sector, enhance its services, and encourage investment in this field in alignment with the Kingdom’s comprehensive development goals, while also meeting environmental requirements and ensuring safety and security standards.
The workshop reviewed the regulatory framework for practicing educational transport activities, including the requirements for obtaining a license and the conditions for its renewal upon fulfilling the stipulated criteria. It also covered cases in which licenses may be revoked for operating entities, as well as the regulations for obtaining an operating card.
Participants were introduced to the specifications of the external identity of buses operating in this sector, including key standards, operational lifespan, and exceptions. The workshop also highlighted the regulations for renewing operating cards for both establishments and individuals, the requirements for obtaining a driver card, and updated procedures to ensure continuity of operations in line with the highest safety standards.
In addition, the workshop extensively discussed the obligations of drivers working in school transport, emphasizing the importance of adhering to security protocols and proper conduct with students to ensure safe journeys.
A detailed presentation was also delivered on the main violations outlined in the regulations, clarifying the legal implications and penalties resulting from non-compliance with approved technical and operational standards.
The workshop concluded by addressing participants’ questions and comments, exchanging views on effective implementation mechanisms, and providing clarifications while gathering feedback on the regulations and the development of guidelines that support the sustainability of the sector.
